Who qualifies?
- Anyone without shelter (regardless of income)
- People in winter crisis — warming centre without social inquiry
- Homeless people applying for an individual exit programme
Assistance at night lodgings and warming centres does not require a social inquiry or administrative decision (Art. 48a(8)).

Questions about assistance
- Do I need a registered address to get shelter?
- No. Art. 48 of the Social Assistance Act grants the right to shelter to anyone regardless of registered address. In life-threatening situations (frost) assistance is provided immediately.
- What is the difference between a night shelter and a homeless shelter?
- A night lodging provides emergency overnight stay (no contract). A homeless shelter offers round-the-clock stay, usually under a social contract. A care shelter is for those requiring partial care.
