Clean Air

An NFOSiGW co-financing programme for owners of single-family homes built before 2021 — for replacing old, inefficient heating sources and thermal modernisation. Three support levels: 40%, 70% or 100% of costs — depending on the applicant's income. Can be combined with the thermal modernisation PIT relief.

Who can apply for Clean Air?

  • Owner or co-owner of a single-family residential building completed BEFORE 31 December 2020
  • Home is actually occupied (not vacant or under construction)
  • At least 3 years of ownership
  • No outstanding tax or ZUS contribution arrears (verified at application)

Three programme parts (NFOSiGW priority programme edition 2026): Part 1 (up to 45–50% of costs, max PLN 25,000 / 30,000 with PV) — annual income ≤ PLN 100,000. Part 2 (up to 75% of costs, max PLN 32,000 / 37,000 with PV) — monthly income ≤ PLN 1,564/person (multi-person household) or ≤ PLN 2,189 (single). Part 3 (up to 90–100% of costs, max PLN 60,000 / 69,000 with PV) — monthly ≤ PLN 900/person (multi-person) or ≤ PLN 1,260 (single), or entitlement to permanent/periodic/family benefit or special carer's benefit.

How to apply?

Step 1: check eligibility

Go to czystepowietrze.gov.pl, calculate your subsidy level (income calculator) and plan the scope of work (replacing the heating source is mandatory when replacing a boiler — you cannot finance windows alone without replacing the boiler).

Step 2: choose a certified contractor

The contractor must be listed in the Central Register of Building Emissions (CEEB) or be certified (for heat pumps). You may sign a conditional contract with the contractor before submitting the application.

Step 3: submit the application

Apply online at gov.pl/nfosigw or in person at a Municipal Consultation-Information Point (GPKCP) or regional fund (WFOSiGW). Attach: photos of the old heating source, income statement, investment plan.

Step 4: implementation and settlement

After a positive decision from WFOSiGW — carry out the works and submit a payment request with invoices. Deadline: up to 30 months from the date of the co-financing agreement.

Frequently asked questions

Can I combine the Clean Air grant with the thermal modernisation PIT relief?
Yes — you can combine both programmes. In the thermal modernisation relief you deduct from PIT ONLY the expenses that were NOT co-financed by Clean Air (art. 26h sec. 3 of the PIT Act). Example: heat pump costs PLN 50,000, Clean Air grant PLN 30,000 — in PIT you deduct the difference: PLN 20,000.
What does it mean that the home must be from before 31 December 2020?
The condition refers to the date of acceptance of the building for use (occupancy permit or notification of completion of construction). New homes completed after this date do not qualify. Older homes without formal acceptance require verification at WFOSiGW.
What equipment qualifies?
Heat source replacement: heat pump (air-to-air, air-to-water, ground-source), gas condensing boiler, Class 5 pellet boiler, electric heating with required insulation, connection to a district heating network. Thermal modernisation: wall, roof and floor insulation, window and door replacement, ventilation with heat recovery. PV panels and solar collectors — as part of a package (not standalone).
How long does the application review take?
Processing time at WFOSiGW is usually 3-6 weeks. After obtaining the promissory note (preliminary approval) you can start work. Full decision and contract — within 90 days of submitting a complete application.
